Technology transfer has expanded rapidly over the past 20 years in Western Europe, North America and the Pacific Rim. It has been estimated that some 50% of new products and processes will originate outside the primary developer; academic and other research institutions are obvious sources of much of this new technology.
In the NATO Co-operating countries, however, technology transfer is in its infancy; it is crucial for wealth creation and improvement in the quality of life that this mechanism is developed. The papers selected for inclusion in this book discuss issues related to the development of technology transfer in NATO Co-operating countries. The book identifies crucial research issues for science and technology policy researchers and, as a conclusion, offers some policy recommendations. Much has been written on WMD terrorism, but few books present a systems approach to this problem. In this book, we present an integrated view of WMD terrorism. The threat section reviews several scenarios that a terrorist might use and a very comprehensive list of the possible biological organisms and compounds that can be used as biological, mid-spectrum, and chemical threats. In the science and technology section, the technical aspects of a successful defense against WMD agents are presented. Arguments are presented for the control of the release of scientific information to bolster CB defense. Approaches to biological agent detection and a system for ranking detection technologies are discussed next. The generic approach to biological screening and detection is then illustrated with some applications of generic detectors to water, food, and aerosol. The Army1s Spring 1998 Technology Seminar Game was designed to advance theArmy After Next (AAN) process by bringing together military operators andcivilian scientists and technologists to examine future force developmentissues. It used 15 mini-scenarios extracted from previous AAN games. Foreach scenario, an overall mission and required force capabilities requiredto achieve that mission were identified beforehand. A set of System Cards,used in the game as a means of achieving the required capabilities, was alsopreselected. IFIP Working Group 5.2 has organized a series of workshops extending the concept of intelligent CAD to the concept of “knowledge intensive engineering”. The concept advocates that intensive life-cycle knowledge regarding products and design processes must be incorporated in the center of the CAD architecture.
