Technology transfer has expanded rapidly over the past 20 years in Western Europe, North America and the Pacific Rim. It has been estimated that some 50% of new products and processes will originate outside the primary developer; academic and other research institutions are obvious sources of much of this new technology.
In the NATO Co-operating countries, however, technology transfer is in its infancy; it is crucial for wealth creation and improvement in the quality of life that this mechanism is developed. The United States is a net exporter of technology and technical knowledge. Despite fears that this outflow of technology is costly to U.S. taxpayers, it would be impractical to institute a government-wide system for monitoring and restricting overseas technology transfers. First, a review of the economic effects of technology transfer showed that it is not possible to estimate accurately the financial effect on the United States of the international transfer of government-sponsored technology. Moreover, the methods of transfer that might be monitored or restricted are also sources of the valuable, high domestic societal return to government investments in research and development. The slow growth of power transmission systems relative to the large growth in demand for power has played a major role in higher electricity prices and reduced reliability in a number of areas across the United States in recent years.
